Responsibilities

Position Summary: 

 

The Project Engineer will support the Program Manager in both the pursuit and execution of large-scale federal infrastructure projects, with a primary focus on border infrastructure. This role is responsible for advanced project scouting, technical and logistical research, subcontractor/vendor engagement, and coordination of project deliverables throughout the pursuit and operational phases. The ideal candidate is detail-oriented, organized, and familiar with federal procurement environments. Knowledge of the Federal Acquisition Regulation (FAR) is highly desirable.

 

Responsibilities: 

 

Pursuit & Pre-Award Support:

 

  • Conduct advanced project location scouting, including site access, field observations, and preliminary constructability assessments.
  • Gather and organize technical, environmental, and logistical information to support pursuit strategy, cost modeling, and risk identification.
  • Research local subcontractors, suppliers, and service providers.
  • Assist in preliminary outreach to local firms and support documentation required for pre-qualification and internal vetting.
  • Prepare pursuit materials, including site reports, preliminary logistics plans, and data packages for executive go/no-go decision meetings.
  • Support the Program Manager in developing pursuit schedules, coordination plans, and compliance matrices.

 

Project Execution & Operational Support:

 

  • Assist in onboarding subcontractors and vendors, ensuring alignment with company policies, safety requirements, and federal compliance standards.
  • Support development of project logistics plans, work sequencing, and resource allocation strategies.
  • Coordinate technical submittals, RFIs, meeting minutes, and project documentation in accordance with federal contract requirements.
  • Track progress against project schedules and report status updates, risks, and mitigation plans to the Program Manager.
  • Assist with field coordination tasks, quality control documentation, and compliance tracking as required.
  • Provide support with cost tracking, procurement, materials management, and closeout activities.

Qualifications

Qualifications:

 

  • Bachelor’s degree in Engineering, Construction Management, or related field (or equivalent experience).
  • 3–5 years of experience supporting civil, infrastructure, or federal construction projects preferred.
  • Familiarity with Federal Acquisition Regulation (FAR) and federal contracting processes are strongly preferred.
  • Ability to travel frequently along the Texas border region.
  • Strong communication, technical writing, and organizational skills.
  • Ability to work collaboratively with diverse teams, subcontractors, vendors, and federal stakeholders.
  • Proficiency in Microsoft Office, project management platforms, and basic design or drafting tools.
