Responsibilities

POSITION SUMMARY:

 

The Senior Director of Purchasing provides leadership and management for procurement of materials and subcontractors.  Incumbent is responsible for identifying shortfalls in operational support across all entities and geographic locations.  This position is also responsible for managing assigned Purchasing Agents, Buyers and other purchasing employees interfacing with Accounting, Engineering, Estimating, Design Build and Field Personnel. Duties also include but are not limited to: negotiating with vendors and service providers while consulting with General Counsel, Risk and Senior Management when necessary.  The individual must have impeccable ethics by taking initiative, being a team player, showing accountability, being adaptable.

 

RESPONSIBILITIES:

  • Oversee and plan all aspects of purchasing from pre-bid to closeout.
  • Develop and implement strategic purchasing plans to support project requirements and company objectives.
  • Identify shortfalls in purchasing process and implement effective solutions.
  • Obtain Subcontractor and supplier/vendor quotes for bidding.
  • Enter subcontractor and material quotes for bids in HCSS – Heavy Bid Estimating Program.
  • Negotiate and execute all major subcontracts and purchase orders.
  • Represent company in negotiating contracts and formulating policies with vendors, sub contractors and service providers.
  • Monitor and oversee execution of the purchasing buy-out.
  • Locate and assist in the evaluation and qualification of vendor materials, equipment, and professional service providers.
  • Provide feedback to assist in analyzing market and delivery systems to assess present and future material availability.
  • Oversee administration of online purchasing systems.
  • Communicate and enforce purchasing policies & procedures to project team.
  • Responsible for projections, financial planning, expediting, delivery schedules and purchasing reporting.
  • Maintain and update database of subcontractors and suppliers.
  • Prepare and submit pre-award DBE/MBE/WBE subcontractor information on municipal bids.
  • Assist project management team with mobilization of new projects and close-out of completed projects from pre-construction meetings to final acceptance of contract by owner.
  • Consult with General Counsel and Senior Management to minimize project and corporate risk while maintaining commercial competitiveness.

Qualifications

QUALIFICATIONS:

  • Bachelor’s degree in business, engineering, supply chain management, construction management or equivalent degree ideal.
  • Minimum 10 years’ heavy construction industry experience required
  • Construction estimating experience required.
  • Proficient in Microsoft Office (Power Point, Word, Excel) with general knowledge of database utilization.
  • Proficient in HCSS Software including Heavy Bid and Heavy job is a plus
  • Effective time management and organizational skills.
  • Excellent interpersonal, written, and verbal communication skills.
  • Team player with the ability to also work independently to meet fixed deadlines, goals, and objectives.
  • Strong leadership and people management skills.

Reports to: Chief Financial Officer

Location: Home office Farmingdale, NY; position requires 10-15% travel to areas such as NJ, TX and VA.

Compensation: $175,000-$200,000 annually, commensurate with experience
